HUC REVIEW
The meeting began at approximately 10:00 a.m., MST
Huc 17060202 Pahsimeroi – This huc was reviewed by the group. This huc has many challenging areas and is difficult to delineate. Much time was spent looking at DOQQ’s and DRG’s to determine canals or ditches from streams, etc. Betsy made some notes regarding this huc and will continue to work on the delineations and bring this huc back for a continuing review.
Huc 16010202 Central Bear – This huc is in progress. Steve Garcia is using the 5th field lines drafted by Karen Hanson and is in the process of delineating 6th field lines. Several suggestions were made by the group, including making Strawberry Creek a single 6th field and splitting Mink Creek into two separate 5th’s. Genna Ashley will send Steve an updated outer 8-digit huc boundary line to use for this huc. This huc will be reviewed again at a later date.
Huc 17060303 Lochsa – The group reviewed the changes made to this huc. It was also noted that some names needed to be changed to reflect main stem to receiving water body (i.e. Lochsa River-Wendover Creek). The Breakfast Creek 6th field huc within the Breakfast Creek 5th will be renamed to Breakfast Creek-Wendover Creek. Dick also stated that there were some name changes in this hydrologic unit like Colt Kill Creek. After these minor changes are made and linework is received, this huc will be considered draft-approved.
Huc 17060307 Upper North Fork Clearwater - The group reviewed the changes made to this huc. It was also noted that the name needed to be changed to reflect main stem to receiving water body (i.e. Lochsa River-Wendover Creek). After these minor changes are made and linework is received, this huc will be considered draft-approved.
Huc 17060308 Lower North Fork Clearwater - The group reviewed the changes made to this huc. It was also noted that the name needed to be changed to reflect main stem to receiving water body (i.e. Lochsa River-Wendover Creek). Dick Jones has worked with Rick Patten, Idaho Panhandle National Forest for coordination on the IPNF lands within this huc. . After these minor changes are made and linework is received, this huc will be considered draft-approved
Huc 17060306 Clearwater – The group reviewed the changes made to this huc. Dick Jones noted that much of the land within this huc belongs to the Nez Perce Tribe and there may be some interest by additional parties. When the draft final linework is received from Dick, these lines will be sent to Potlatch and Nez Perce Tribe, Department of Lands, etc. for additional comment. It was noted that a town name was used in the 6th huc Cragmont-Lawyer Creek. There may be local knowledge by the Nez Perce Tribe for a more suitable name for this huc. Pine Creek-Potlatch River will be changed to Pine Creek in the Middle Potlatch River 5th huc. Dick will also check the confluences of some areas; making sure that the huc lines meet the confluences, i.e., where the Lapwai River meets the Clearwater River.
Huc 17040217 – Little Lost – This huc is in progress. Betsy has identified some problem areas and the group worked together to help identify them using DOQQ’s and DRG’s. There was an area at the bottom of the sub-basin boundary (Little Lost Valley in Howe) that appears to flow to the south and east INEEL map have additional data in this area so IDWR will contact INEEL for possible additional data to help with clarification on stream direction of flow. Betsy made notes regarding this huc and will draft GIS delineations then bring this huc back for a continuing review.
Huc 17050113 - South Fork Boise River – There was a lengthy discussion regarding Big Smokey, Little Smokey 5th’s and the Salt Creek 6th. There was concern expressed over putting a segment of the Big Smokey Creek (Salt Creek 6th) into the Skeleton Creek 5th. Various alternatives were discussed. Valdon Hancock (Sawtooth National Forest) feels very strongly in favor of keeping the Salt Creek 6th within the Skeleton Creek 5th huc, as it has been currently delineated. T.J. Clifford and Steve Trulove have made the changes on the Boise National Forest portion of this huc.
MISCELLANEOUS DISCUSSION
The February TWG meeting was scheduled for February 20th at 10:00 a.m.
Betsy Rieffenberger stated that she would like to be included on the February agenda and will contact Genna Ashley before the meeting to advise which hucs are ready for review. She will send any available linework prior to the meeting so she can join via NetMeeting.
Valdon Hancock stated that he would like to be involved in the review of the Big Wood huc, specifically the upper portion. Genna Ashley will put this in the notes and make sure Valdon is notified.
Valdon Hancock stated that the latest Upper Salmon linework is not being served on the IDWR Watershed ArcIMS Application. IDWR will check into this and get the appropriate linework posted.
Dick Jones offered to be the Data Steward for the Palouse huc if there are no other Stewards available. Nez Perce Forest had erroneously been named as the Data Steward for this huc. Genna Ashley will check the land ownership of this area and contact Dick.
ACTION ITEMS:
Dick Jones will make the agreed-upon changes to the Lochsa, Upper North Fork Clearwater, Clearwater and Lower North Fork Clearwater hucs.
Betsy Rieffenberger will continue to work on the Salmon-Challis hucs and return to the TWG meeting with changes and contact Genna Ashley regarding the February huc review. She will also send linework if it is available at that time.
IDWR and/or Salmon-Challis National Forest will contact INEEL regarding available data within the Little Lost Valley huc in Howe in the Little Lost sub basin.
The Nez Perce National Forest, Potlatch Timber Corporation and any other possible interested parties will be contacted for possible interest in the Clearwater huc when the draft Clearwater NF hucs have been received.
Steve Garcia will continue to work on the Bear hucs and return to the TWG at a later date with updated delineations and will send digital linework when available.
Genna Ashley will send Steve Garcia the outer 8-digit huc boundary lines for huc 16010202, make a note in the Big Wood huc file regarding Sawtooth National Forest interest, and check the land ownership of the Palouse huc and contact Dick Jones regarding Stewardship.
NEXT SCHEDULED TWG MEETING (S):
February 20th at 10:00 a.m., MST - Betsy Rieffenberger will bring hucs for review, to be determined. Leigh Bailey would like to bring the Little Salmon and/or South Fork Salmon. Boise National Forest has two additional hucs ready for review, to be determined.
