Meeting notes – TWG meeting 2/28/02

Tim Bliss (Wallawa-Whitman NF) will be posing linework for watershed delineation.  They have some major problems with REO linework up for review.  Some specific areas of concern are in the Hell’s Canyon Watershed; REO has four 5th’s and WWNF only submitted three, Brownlee Watershed – there is an extra line north of Burnt River, but no line north of Powder Creek.  In short, two lines should be deleted and one added.  He will send IDWR a copy of the descriptions with the discrepancies.

Ed Lozar concurred on the REO lineword.  He also expressed concern with the re-numbering process, especially at the head of the Palouse River.  This will not work well with their relational databases.  He states that he has been in contact with Jim Edmonds from REO and he is aware of the problems.

Nick Gerhardt states that Wallowa-Whitman National Forest should be the data steward for huc # 17060101, not Nez Perce.  Leigh Bailey is the data steward of Huc 17050201.

Also, Nick states that Nez Perce NF is not the data steward for Huc 17060103, but he thinks Umatilla National Forest may have an interest.  Note:  an e-mail was sent to Caty Clifton, Umatilla NF asking for interest on 3/1/02.  She states that she would like to be involved with this process and that their linework has been submitted to REO.

HUC REVIEW:

17010215:

Rick Patten from Idaho Panhandle National Forest met with the TWG to discuss huc # 17010215.  He brought IPNF draft linework to the meeting.  After much review and discussion, new draft lines were delineated and Rick will send the changes back to IDWR.  He expressed opposition to the USGS acreage standards and would like to see each individual watershed kept as a pure watershed, regardless of the acreage or number of 5th/6th field hucs.  He states this is necessary for watershed management.

17050101:

The group worked on this HUC at length.  Some problem areas were identified and changes will be made by ___________?  This huc is still in the review process, as the group did not complete looking at all the linework.  The draft changes identified in the 2/28 meeting will be made by the next TWG meeting, then the group will continue review.

17040204:

An e-mail was received by Michael Philbin from the Caribou-Targhee National Forest.  He states that he would like to see Moody Creek kept as one true watershed for this area.  After much review and discussion, the group agreed that this was feasible.  There were a few other minor changes to the huc.  The linework will be completed by _________________?

The next TWG meeting will be held on Tuesday, April 2 2002 in the IDWR conference room at 1:00 p.m. MST.
