Meeting Minutes – TWG Meeting August 19, 2002

HUC REVIEW

 

The meeting began at 9:00 a.m., MST. 

 

 

The first huc reviewed was 17040204 (Teton) with Lee Leffert and Sheryl Hill on the phone.  Sheryl Hill had some comments about the hydrography of the basin.  IDWR Needs to Check the marsh area along the Teton River to make sure that it is coded as a marsh and not a lake.  Also, delete the lake polygons along Warm Lake and Spring Creek, as reflected in the 24k DRG’s.  After some discussion, the group decided to approve the Teton delineations and changes as had been previously been discussed with the exception of changing the lake status. 

 

17060201 (Upper Salmon) – Reviewed, preliminary concept lines identified by group.  Several areas were broken out into new 5th field units.  Leigh will work with Valdon Hancock on delineation options within the Smiley/Beaver Creek areas.  A justification will be written for the Stanley Creek 6th field huc with 9848 acres.  Preliminary concept lines were identified and Leigh Bailey will work with Betsy Rieffenberger to make the changes and return to the TWG with changes.

 

Leigh stated that Nick is using the entire sub-basin name when naming 5th fields and the water-body name when naming 6th fields.  The group agreed that the naming conventions of hucs should be looked at in the future.  Linda Davis stated that the main stream name should be used with the secondary stream name after it. 

 

17060204 (Lemhi Basin) – Reviewed, preliminary concept lines identified by group.  One justification will be written for the Geertson 6th field huc with 9911 acres.  Leigh and Betsy will work on the changes and return to the TWG with changes.

 

17060207 (Middle Salmon-Chamberlain) – Leigh Bailey sent this huc to Genna Ashley but it never arrived via e-mail.  Leigh and Betsy worked out the Horse Creek 6th field huc and Trout Creek.  Leigh will send this huc again so that it can be looked at during the next TWG meeting.

 

17060203 (Middle Salmon Panther) – Reviewed, preliminary concept lines identified by group.  Betsy will give the changes to the Salmon-Challis GIS people and return the data to the TWG group.

 

MISCELLANEOUS DISCUSSION

 

It was decided to put off the final review of hucs 17060209 and 17060301 until Nick’s return from fire assignment, possibly by the next TWG meeting in September (20th). 

 

Betsy Rieffenberger stated that she has hucs 17060205(Upper Middle Fork) and 17060206 (Lower Middle Fork) ready for review.  Huc 17060206 (Lower Middle Fork) would be her first priority of the two. 

 

Erv Cowley stated that they would like to begin reviewing some of the hucs in the BLM area, with the Bruneau huc being a first priority.  Genna Ashley will send Irv the list of hucs that were sent to BLM (Zig Napkora and Erv Cowley) in March, 2002.  Irv will find out if Zig Napkora with the BLM has had a chance to review any of the linework they requested.

 

Al Rea stated that they have hired Steve Garcia and he may be able to help with Watershed delineations for a couple of months if there was a need.  It was decided that the Bear Hucs 16010201 and 16010202 could be worked on.  Karen Hanson from Utah has delineated the Utah side and is waiting for the draft lines from Idaho.  Al Rea will check into Steve’s time allowances and contact Genna Ashley if this is possible.

 

 

Genna Ashley showed an updated Watershed Delineation Status map with an attached table depicting the progress of the TWG group and asked for comments.  It was decided to add Stewardship to the table and a column showing whether or not the data has been incorporated into the IDWR Master Watershed Coverage.  Genna Ashley will work on these changes and submit them to the group.

 

ACTION ITEMS:

 

The lake status in the Teton River Area will be reviewed (huc 17040204).

 

Leigh will work with Valdon Hancock on delineation options within the Smiley/Beaver Creek areas of huc 17060201.  A justification will be written for the Stanley Creek 6th field huc with 9848 acres.

 

One justification will be written for the Geertson 6th field huc (17060204 – Lemhi Basin) with 9911 acres

 

Leigh will send huc 17060207 to Genna Ashley prior to the next TWG meeting in September. 

 

Genna Ashley will send Erv Cowley the list of hucs that were sent to BLM, and Irv will find out the BLM has had a chance to review any of the linework they requested.

 

Al Rea will check into the availability of Steve Garcia’s time for Watershed delineation work.

 

Genna Ashley will continue to work on the Watershed Status Map and change the table structure as identified in the meeting.

 

 

NEXT SCHEDULED TWG MEETING(S):

 

September 20th at 9:00 a.m. MST - The TWG will review the changes made to the Salmon-Challis National Forest hucs 17060201, 17060203, 17060204, and a final review on the Nez Perce/Payette National Forest Linework on hucs 17060209, 17060210, 17060207, and 17060301 will be done when Nick Gerhardt will be available to participate.

 

October 11th at 9:00 a.m. MST – The TWG will review any changes left over from the September 20th meeting and begin a review on hucs to be determined
