HUC REVIEW

 Huc 17050103 – Middle Snake Succor:  Erv Cowley reviewed this huc with the group.  The hydro crossing at Big Foot Bar and Lower Rabbit Creek 6th’s needs to be re-checked.  Squaw Creek will be renamed sometime in the future according to the USGS schedule.  Reynolds Creek Headwaters (6th) will become Upper Reynolds Creek Headwaters.  Cottontail Island 6th will become Snake River-Cottonwood Creek 6th.  There are two Snake River-Clarks Island 6th’s – one will be renamed.  The ridgeline will be reviewed for Succor Creek-Camp Kettle Creek 6th’s.  This huc will be reviewed again in the near future.

 

Huc 17050108 – Jordan:  Erv Cowley reviewed this huc with the group.  Irv will check and see if the area above the Triangle 5th field can be incorporated with the Meadow Creek 6th.  Josephine 6th field should also be included in this group.  The Soda and Cow Creek 6th fields will be combined into one 5th field, to be included with the Oregon side.  This huc will be reviewed again in the near future.

 

Huc 17050123 - North Fork Payette River:  Leigh Bailey and T.J. Clifford reviewed this huc with the group (Leigh was via phone conference and NetMeeting).  In reviewing the 5th fields, Erv Cowley mentioned that technically a rule was broken in naming the Upper North Fork Payette River and Lower North Fork River 5th fields, and that might need to be changed.  The break between the Upper and Lower Big Creek confluence needs to be checked.  There was some discussion regarding who else might be interested in the final delineations of this huc.  Boise Cascade helped delineate in the beginning and there is a lot of private land ownership within this huc, so a special notice will go out to Boise Cascade Corporation requesting input before this huc will be draft approved.  The Water Quality Advisory Board (DEQ?) will be meeting also and we may want to send preliminary linework to them also.  This huc will be reviewed again in the near future.

 

Huc 17040218 - Big Lost:  Betsy Rieffenberger reviewed this huc with the group.  The Big Lost 5th field huc is too large and will be broken up.  Hucs 170402180401-03 will split from this 5th and become a separate 5th field.  A justification will be written for the Navarre Creek 6th for 9,960 acres.  The Big Lost River-Ramshorn Creek 6th field huc was too large and a split was digitized around the Elbow, Jepson and Clark Canyon Creeks.  Genna Ashley will send this shapefile to Betsy Rieffenberger so she can incorporate it into her coverage.  A new line was digitized splitting the Middle Antelope Creek 6th field huc, and Genna Ashley will send this linework to Betsy for incorporation.  Three justifications will be written for the following 6th field hucs:  Combe Canyon at 43,000 acres, the Big Lost River-Rocky at 83,000 acres and the Big Lost River-Box Canyon at 48,900 acres.   The southern 5th field huc 1704021808 (Big Lost River Sinks) will not have any 6th field delineations and will be coded as 170402180800 at the 6th field level.  This huc will be reviewed again in the near future.

 

Huc 17060205 - Upper Middle Fork Salmon:  Betsy Rieffenberger and T.J. Clifford reviewed this huc with the group.  Some of the names may change for this huc. The 4th field boundary line will be fixed within the Cape Horn Creek 6th field huc, i.e., brought closer to the county line.  The 6th field line for Marsh Creek where it crosses Asher Creek will be fixed.  The 6th field line will be brought to the confluence between the Bear Valley Wyoming and Bear Valley Fir hucs.  The Upper Middle Fork Snake River-Fall Creek and Upper Middle Fork Snake River-Boundary Creek 6th’s will be brought to the confluence. The Marble Creek 6th field huc will be renamed to Middle Marble Creek, to make an Upper, Middle and Lower Marble Creek.

 

Huc 17060206 Lower Middle Fork Salmon River:  Betsy Rieffenberger, Leigh Bailey and T.J. Clifford reviewed this huc with the group.  The small changes that were previously identified were reviewed and checked.  It was noted that a change had already been made to drop the 6th field line between Big Creek-Coxey Creek and Big Creek-Canyon Creek.  The combined 6th field huc name will stay Big Creek-Coxey Creek.  Betsy will send her changes to Leigh and Leigh will combine her most-recent edits and send the coverage to Genna Ashley for incorporation.  This huc will be draft-approved when the final edits are received.

 

Huc 17050111 - North and Middle Forks Boise River:  T.J. Clifford and Valdon Hancock reviewed this huc with the group.  The only changes to this huc were name changes.  The file that was sent to Genna Ashley did not have the names attached to the numbers, so this file will be resent in the near future.  T.J. decided not to cross the Kirby Dam at the 6th field level and left this huc as is.  After a new shapefile or coverage is sent to Genna Ashley this huc will be draft-approved.

 

Huc 17050120 - South Fork Payette River:  T.J. Clifford reviewed this huc with the group.  The changes identified from the previous review were gone over.  The reservoir crossing looks good – Wilson Creek at the dam.  After a new shapefile or coverage is sent to Genna Ashley this huc will be draft-approved.

 

Huc 17050113 - South Fork Boise River:  T.J. Clifford and Valdon Hancock reviewed this huc with the group.  The changes identified from the previous review were gone over.  After a new shapefile or coverage is sent to Genna Ashley this huc will be draft-approved.

 

Huc 17050102 – Bruneau:  Erv Cowley reviewed this huc with the group.  The initial delineations look good, a few changes need to be made to numbering.  Names are difficult to find in this hydrologic unit, some non-hydrographic names had to be used.  Erv will bring this huc to a future meeting.

  

MISCELLANEOUS DISCUSSION

 Betsy Rieffenberger will mail a final copy of the Upper Salmon River (17060201) huc to Genna Ashley for incorporation.  This concept lines for this huc have previously been draft-approved.

There was a lengthy discussion regarding the 4th field northern boundary line of the Goose Creek huc; there were two issues. First, the northern boundary currently stops near a canal rather than going to the mouth of Goose Creek on the Snake River; it was agreed that the actual boundary line should go all the way to the Snake River, per the protocol.  Second, the northwestern part of the Goose Creek huc includes upper Big Cottonwood Creek (per GNIS, the USGS geographic names system), but with the lower Big Cottonwood Creek in 17040212; the entire stream should be in 17040212.  Since correcting both of these would be a 4th field change in an area of irrigated agriculture, USGS, NRCS and DEQ should provide input on these line changes. Valdon Hancock and Erv Cowley will put together [a sketch showing supporting] evidence for the boundary change for the watershed technical working group review.  The TWG will then review this information for a decision.

Betsy Rieffenberger would like to be on the June 5th meeting schedule for the Big Lost and Upper Middle Fork final reviews.

Erv Cowley would like to be on the June 5th meeting schedule for the Bruneau, Snake River-Succor, and Jordan hucs.

ACTION ITEMS:

Notification and preliminary linework will be sent to Boise Cascade and possibly the Water Quality Advisory Board at DEQ for the North Fork Payette River (17050123) requesting input on line delineations before this huc will be considered draft-approved.  

Betsy Rieffenberger will write various justifications for the Big Lost huc.

Genna Ashley will send Betsy Rieffenberger the shapefiles that were digitized during the TWG meeting so she can incorporate the changes into her coverage.

Betsy Rieffenberger will send her changes on the Lower Middle Fork Salmon River huc to Leigh Bailey, Leigh Bailey will add her changes and send the new, combined coverage to Genna Ashley for incorporation into the draft master watershed coverage.

T.J. Clifford will send Genna Ashley the attribute names to be included with the North and Middle Forks Boise River, South Fork Payette River, and South Fork Boise River hucs.   As soon as these attributes are received, these hucs will be considered draft-approved.

Betsy Rieffenberger will mail a final copy of the Upper Salmon River huc to Genna Ashley for incorporation.  This concept lines for this huc have previously been draft-approved.

Valdon Hancock and Erv Cowley will put together a sketch showing supporting evidence of the boundary change for the watershed technical working group review.

Genna Ashley will send Erv Cowley the GNIS (geographic names) coverage for help in providing hydrographic names in some of those southern hucs were names are few and far between.
