NEWS TO REPORT

The National coordination meeting was held Thursday, April 22, 2004. The minutes for this meeting will be posted to the Idaho watershed website soon. The Idaho Watershed Technical Working Group wishes to extend a sincere note of gratitude to Kenny Legleiter, Mike Latta and Karen Hanson for their time and assistance during this meeting. The meeting was very successful and productive, and provided participants with a wealth of information that will be used in the continuing delineation process.

HUC REVIEW

17010213 Lower Clark Fork – Duane Anderson sent an email dated April 14, 2004. Montana has incorporated some, but not all, of Idaho’s suggested changes that were sent for review on October 31, 2003. The TWG looked at the differences and determined that the small sub-sized watershed that Montana has drafted on the Idaho side does not fit within Idaho’s size criteria limitations. The following three alternative options were discussed:

Option 1: Keep the Idaho delineations like they had originally been submitted on October 31, 2003, putting the Gold Creek 6th in with the Clark Fork River-Clark Fork 6th, breaking the boundary at the Blue Creek 6th.

Option 2: Break the 6th field delineation at Gold Creek, lumping Gold Creek in with the Clark Fork River-Clark Fork 6th.

Option 3: Lump Gold Creek in with the Cabinet Gorge Reservoir 6th field, and possibly split the Cabinet Gorge Reservoir 6th at the Bull River 6th. This split would help alleviate the extra-large sized composite that would be created by lumping Gold Creek in with Cabinet Gorge Reservoir.

An e-mail and graphic will be sent to Duane Anderson with the suggested changes

17040204 Teton – The TWG group looked in-depth at the 4th field line that borders the Teton/Idaho Falls hucs, and made that delineation. Per national input, the Levee on the south side of the Snake River was followed to make this boundary line. This will create an oversized 6th field, but a justification will be written for that.

MISCELLANEOUS DISCUSSION

Leigh Bailey asked Genna Ashley if she would send some images in either pdf or jpg format of the Caribou-Targhee NF hucs which would include the Teton, Lower Henry’s, Upper Henry’s, Palisades and Salt hucs. Genna will send this information to Leigh and incorporate the Wyoming linework and coding into these graphics.

The group talked about the input received from the national meeting, held on Thursday, April 22. It was decided that the TWG needed to check into making or using a tool that populates the Hu_10_mod and Hu_12_mod fields of the watershed coverage, because this work is completed easier as the hucs are reviewed, and Idaho has not populated this field yet.

Leigh Bailey stated that she would provide a "status" of 24k linework that has been done to the watershed linework within the Payette NF hucs.

Al Rea stated that he had taken a preliminary look at the linework that Genna Ashley had sent him for the Boise River area and the boundary of the Lower Boise huc would need some revision. It was decided to put the 4th field boundary hucs on the May agenda. Al Rea will contact Genna Ashley and let her know how to proceed on the agenda for these hucs.

ACTION ITEMS:

Genna Ashley will e-mail Duane Anderson with the suggested options on the Lower Clark Fork unit.

Genna Ashley will send Leigh Bailey graphics of the hydrologic units that fall within the Caribou-Targhee National Forest.

The TWG group will look into any available tools that might be helpful in automating the attributing process for some of the required and optional 5th/6th field attributes.

Leigh Bailey will provide a status of the Payette NF 24k linework progress to Genna Ashley.

Al Rea will contact Genna Ashley and let her know what to put on the agenda for the 4th field boundaries of the Boise River hucs.
