Meeting Minutes – TWG Meeting October 17, 2003

NEWS TO REPORT

The Idaho Watershed TWG plans to conduct a telephonic meeting with Karen Hanson and/or Kenny Legleiter regarding the numbering and naming standards.  Karen Hanson was in Albuquerque, NM during the October TWG meeting, but a meeting will be scheduled soon. 

Idaho will be sending Montana some suggested changes on the Lower Clark Fork - 17010213, identified by the Watershed TWG and Rick Patten, Idaho Panhandle NF.

 

HUC REVIEW

Idaho/Montana Review Lines – Lower Clark Fork 17010213 – The TWG group looked at the differences in linework submitted by Rick Patten (Idaho data steward), and Montana NRIS.  Montana currently has a review period open until September 30th on this huc.  There are significant differences and Rick Patten with the Idaho Panhandle NF will get the following changes to Montana before the October 31 deadline. 

The 5th field Lightning Creek (MT Lightning Creek Headwaters) needs to be changed.  Because Lightning Creek has 2 pour points to the Clark Fork River, the 5th field boundary line must be brought to the point of divergence, which would be at the trestle.  Rick Patten will make these changes.

The fourth field boundary line on the west side of the Spring Creek 6th field, within the Lightning Creek 5th, and going south to the Clark Fork River needs to be adjusted to exclude a portion of the hydrography that is flowing west into the Pend Oreille Lake huc.  

Rick Patten and Greg Tensmeyer will split the IPNF 5th field Lower Clark Fork blw Cabinet Gorge into four 6th fields.  Rick Patten will make these changes and send them to Montana. 

The Idaho TWG will recommend using the 5th field delineations outlined by Rick Patten and the IPNF (Lightning Creek and Lower Clark Fork blw Cabinet Gorge) as an alternative to the Montana 5th field delineations (Lightning Creek Headwaters and Clark Fork River-Lake Pend Oreille).  This line will be dropped down to the legacy channel; the pour point in the Cabinet Gorge Reservoir, because reservoir rules would apply here.

Weiser 17050124 – Leigh Bailey reviewed the 6th field change identified in the previous TWG Meeting – another 6th field huc was broken out at Thousand Springs.  This huc is draft-approved.

Hells Canyon 17060101 – The group reviewed this huc, and the following changes were identified: 

Numbering:  There is no 5th field 1706012404 – it should be 03.

The Snake River/Eureka Bar 6th field huc (170601010306) is too small at 7719 acres and should be combined with the Snake River Dug Bar 6th field (170601010305).  This is on the Oregon side.

The Kirkwood Creek 6th field huc (170601010203) is too small at 9715 acres (Idaho side) and should be combined with the Snake River Salt Creek huc (170601010204) on the Oregon side.  However, this is a pure watershed and would be the TWG’s choice for keeping a sub-sized watershed w/justification in this huc.

The Temperance Creek 6th field huc (170601010202) is too small at 9336 acres and should be lumped with the Snake River/Sand Creek 6th field huc (both Idaho and Oregon).

Genna Ashley will make these changes and send them to Leigh Bailey for her corrections.  The proposed changes will be given to Tim Bliss and anyone else in Oregon who may have input.

Lower Boise 17050114 – The group delineated 5th field lines using the pre-existing linework, and the lines derived from ArcHydro.  Genna Ashley will make these changes and bring this huc back for a continuing review.

Hangman 17010306 – The group reviewed the changes that had been previously submitted by Dave Green, Coeur d’Alene Tribe.  The following recommendations were made:

The southern portion of the 6th field line that separates Little Hangman Creek 6th and Middle Hangman Creek 6th should be moved west to the confluence of the larger stream (Washington side).

The 6th field line between Moctileme Creek 6th and Headwaters Hangman Creek/Lolo Creek 6th is crossing hydro – this should be fixed with the 24k update.

Middle Snake Payette 17050115 – The group reviewed this huc and the following changes were identified:

The 4th field boundary line at the northern tip of this huc needs to be brought up to the confluence of the Weiser River.

          The 5th field break looks ok for this huc.

The 4th field boundary line needs to be checked in the southern portion of the 6th field huc Buttermilk Gulch where it appears to cross the Snake River

Check the 4th field boundary line at the Malheur River/Snake River Confluence.

Genna Ashley will work on these changes and notify all interested parties of a continuing review.

Lower Snake-Asotin 17060103 – The group reviewed this huc and the following changes were recommended:

Several 4th, 5th, and 6th field boundary lines were identified to be checked.  These questionable areas were drawn on the map.  Most of these areas will be fixed with the 24k update. 

 The 6th field boundary line between Snake River/Corral Creek and Snake River/Cache Creek appears to follow the river for a short distance – needs to be checked and/or fixed.

Genna Ashley will work on these changes and notify all interested parties of a continuing review.

 

MISCELLANEOUS DISCUSSION

 Leigh Bailey asked if Genna Ashley had the most-recent version of the Upper Middle Fork Salmon huc 17060205.  Genna Ashley stated that the latest data sent for this huc was from Dale Hoskison on April 24, 2003.  Genna Ashley will send this data to Leigh Bailey.

 Leigh Bailey also stated that the naming issue also needs to be clarified with Karen Hanson or Kenny Legleiter, as well as the numbering issue.  When Karen Hanson is back in the office we will set up a NetMeeting with all interested parties and discuss.

  

ACTION ITEMS:

 A NetMeeting will be scheduled with Karen Hanson and/or Kenny Legleiter regarding the naming and numbering standards that will be expected.

 Idaho will submit proposed changes to Montana on the Lower Clark Fork huc 17010213 before their November 1 deadline.

 Genna Ashley will work on the 5th field boundaries for the Lower Boise huc and bring it back for a continuing review.

 Genna Ashley will send Leigh the most-recent version of huc 17060205, Upper Middle Fork Salmon.

 The TWG will notify Gerald Green of the recommended changes for the Hangman huc.  After these changes have been made, this huc will be brought back for a final review and draft-approved.
