NEWS TO REPORT

 Genna Ashley went to the Nevada Watershed Coordination meeting in Reno on June 18th.  Due to time limitations, the highlights of this meeting were distributed with the agenda.

 

HUC REVIEW

 Note:  Lee Leffert had sent linework to Genna Ashley-Poulson, but it never arrived via e-mail.  Genna Ashley will check and see if the attachment caused the message to be quarantined by the administrator.  If not, it will be another 3 weeks before the data can be sent again, when Martha Mousel returns from vacation.

17040202 Upper Henry’s – Lee Leffert and the TWG reviewed this huc.  The group noted a very small 6th field area being called Reas Pass within the Henry’s Lake Henry’s Fork 5th field huc.  Lee Leffert stated that Tygee Creek goes into a flat area and continues out into irrigation via separate channels.  It is hard to determine where the original channel was, or if there ever was one.  It was decided that any of these channels would suffice, and the southern line at the top of the small polygon would be dissolved and added in with the Tygee Creek-Henry’s Fork 6th field huc.

 There is a sub-sized watershed, Taylor Creek, at 9476 acres.  The 6th field boundary line between Taylor Creek and Taylor Creek-Sheridan Creek (within the Sheridan Creek 5th) will be dissolved, creating a new 6th field huc named Sheridan Creek.

 At first glance, it appeared that the upper portion of Dry Creek had been left out of this huc and needed to be included.  After some discussion, Lee Leffert stated that he thought Dry Creek flowed into an alluvial fan and then became Dry Creek again, and it may be hydrologically correct to put this portion of Dry Creek into the adjoining 4th field huc, Beaver-Camas.  It was decided that Genna Ashley would pull the linework submitted by Karen Hanson in the Beaver-Camas huc and see what she had done with this area, and then edge-match with her work.

 The remaining 5th and 6th field areas were checked.  Lee Leffert stated that he had sent some minor linework changes in his e-mail attachment.  Genna Ashley will get this linework and incorporate these changes when received.  Lee stated that the only other major change would be the area around Ashton/Drummond where the terrain is flat and hydrography is dissected.  It was hard to find a specific delineation line through this area, and he had made some significant changes, highlighted in the graphic that will be sent.

 This huc is in a pending status, awaiting (1) the changes identified in the meeting (will be completed by Genna Ashley), (2) incorporation (Genna Ashley) of small changes via e-mail and attachments from Lee Leffert, and (3) a comparison of the 4th field boundaries between the Upper Henry’s and Beaver-Camas hucs at the Dry Creek area (Genna Ashley).

 When all this information has been received and incorporated, Genna Ashley will compile everything into a new coverage or shapefile and send to Lee Leffert for his approval.

 17040203 Lower Henry’s – This huc was reviewed with Lee Leffert and the TWG group.  There is going to be a major change in the 4th field boundary of this huc.  The TWG is proposing that a portion of the Teton 4th field huc be added into the Lower Henry’s huc, starting from above Lyons Creek, following the Levee (per national direction), where the Henry’s Fork flows into the Snake River.  In addition, the slough area that is flowing into the Lower Henry’s Fork-Snake River 6th will be included in the Lower Henry’s huc.  This will create a unit with two pour points within the Lower Henry’s, but this is the most hydrologically correct solution.  Also, this will create an oversized 6th field huc, and a justification will be written.

 The Falls River 5th field huc will be renamed Upper Falls River. 

 The Conant Creek 5th field huc will be renamed Falls River-Conant Creek.  The 6th field huc Lower Conant Creek-Middle Falls River will be renamed Lower Conant Creek.  The 6th field Lower Conant Creek will be renamed Middle Conant Creek, using the “Upper, Middle, Lower” designations for a creek.

 The remaining 5th and 6th field areas were checked.  Lee Leffert stated that he had sent some minor linework changes in his e-mail attachment.  Genna Ashley will get this linework and incorporate these changes when received. 

 This huc is draft approved, pending (1) digitizing the new 4th field boundary area, (2) renaming the above-mentioned units, (3) incorporating Lee Leffert’s changes when received.  Idaho will send the new linework and attributes to Wyoming for incorporation.

 17040204 Teton - This huc was reviewed with Lee Leffert and the TWG group.  There is going to be a major change in the 4th field boundary of this huc.  The TWG is proposing that a portion of the Teton 4th field huc be added into the Lower Henry’s huc, starting from above Lyons Creek, following the Levee (per national direction), where the Henry’s Fork flows into the Snake River.  In addition, the slough area that is flowing into the Lower Henry’s Fork-Snake River 6th will be included in the Lower Henry’s huc.

 The remaining 5th and 6th field areas were checked.  Lee Leffert stated that he didn’t remember there being any other changes within this huc, but to check the e-mail and attachment when it arrives. 

 This huc is draft approved, pending (1) digitizing the new 4th field boundary area, (2) incorporating Lee Leffert’s changes when received (if applicable).  Idaho will send the new linework and attributes to Wyoming for incorporation.

 17040104 Palisades – This huc was reviewed with Lee Leffert and the TWG group.   There is a 4th field boundary line change at the southern portion of this huc where it borders with Wyoming.  The TWG group looked at this area and determined that the Wyoming linework is preferable, to put Trout Creek in with the Salt 4th field unit.  Genna Ashley will digitize this boundary line and send the linework to Lee Leffert.

 The group determined that the way Idaho broke the 6th fields within the Indian Creek 5th for the Palisades Reservoir is preferable to the Wyoming linework for the Idaho portion of the boundary.   This will result in some 6th field re-numbering, and Idaho will make those changes and submit them to Wyoming.

 Snake River-Pritchard Creek will be lumped in with Snake River-Indian Creek, within the Snake River 5th field unit.  The new 6th field unit will be named Snake River-Pritchard Creek.

 The group agreed to break the Upper Palisades Creek 6th field unit (Palisades Creek 5th) at the Upper Palisades Lake confluence, instead of the non-named confluence upstream.  Idaho will make these changes and submit them to Wyoming.

 The remaining 5th and 6th field areas were checked.  Lee Leffert stated that he might have sent some minor linework changes in his e-mail attachment for this huc.  Genna Ashley will get this linework and incorporate these changes, if needed. 

 This huc is draft approved, pending (1) digitizing the new 4th field boundary area, (2) digitizing and renaming the above-mentioned units, (3) incorporating Lee Leffert’s changes when received.  Idaho will send the new linework and attributes to Lee Leffert and Wyoming for incorporation.

 17040104 Salt - This huc was reviewed with Lee Leffert and the TWG group.   There is a 4th field boundary line change at the southern portion of this huc where it borders with Wyoming.  The TWG group looked at this area and determined that the Wyoming linework is preferable, to put Trout Creek in with the Salt 4th field unit.  Genna Ashley will digitize this boundary line and send the linework to Lee Leffert.

 There was some discrepancy between the Idaho labels and Wyoming labels within this huc.  Genna Ashley will download the latest Wyoming linework and labels and update the Idaho coverage, and note any additional changes that may have been incorporated since our last coordination effort.

 This huc is draft approved, pending (1) digitizing the new 4th field boundary area, (2) incorporating Lee Leffert’s changes when received.  Idaho will send the new linework and attributes to Lee Leffert and Wyoming for incorporation.

  

Review of 4th field huc lines – Al Rea, Steve Garcia, and Ken Skinner

 USGS is doing a project that requires all 4th field huc boundaries in Idaho to be 24k-compliant.  Al Rea, Steve Garcia and Ken Skinner have been reviewing each huc boundary and digitizing 24k huc boundaries, and/or flagging questionable areas that need to be checked by the TWG.  The Lower Boise, Boise-Mores, North and Middle Fork Boise, and South Fork Boise hucs were reviewed at this meeting.  There were several questionable areas within the Lower Boise huc that were checked and discussed (see huc8_concept_changes_20040629.shp).  New linework (where applicable) was drawn in and Steve Garcia, Ken Skinner will make these changes.  As work progresses and areas are flagged, hucs will be reviewed during each TWG meeting.

 There was a question regarding the 4th field boundary line between the Upper Middle Fork Salmon and South Fork Payette hucs.  The notes in the huc files stated that a portion of this line near the Cape Horn Lakes would be moved back to be parallel with the county boundary line.  The master watershed coverage did not have this change, but Genna Ashley checked and the new linework sent by Betsy Rieffenberger has this change.  Genna Ashley will incorporate the new data sent by Betsy to the master draft watershed coverage so that everything is coincident.

 Another area that will be checked is the area by Hat Butte Lateral in the Lower Boise.  Ken Skinner will work this problem out on paper and determine the best place to delineate.

 The 4th field boundary between the Middle Salmon-Chamberlain and Lower Salmon has been fixed.  Al Rea stated that this area has been discussed before, and he has a document that addresses this issue from the previous watershed effort.  The old huc boundary broke this unit at a gage station, and the new linework will reflect the actual hydrologic features, breaking the boundary at the Fall Creek confluence with the Salmon River. 

  

MISCELLANEOUS DISCUSSION

 The remaining hucs were tabled until the next TWG meeting. 

 There are differences between the linework from Leigh Bailey, Genna Ashley, and Oregon/Washington for the Brownlee unit.  Genna Ashley-Poulson will send Leigh Bailey the linework from all sources, the .jpg images and huc notes so the most recent changes can all be incorporated.

 Rick Patten would like to be on the schedule for the August meeting.  This meeting may be more than one day in duration, so that Rick can get all watersheds reviewed at once.

  

ACTION ITEMS:

Genna Ashley will get linework and graphic files from Martha Mousel, per Lee Leffert.  When this data is received, Genna will incorporate any additional changes that had not been discussed at this meeting.

 Genna Ashley will incorporate all changes that have been discussed at this meeting for the Caribou-Targhee NF hucs and send corrected shapefiles to Lee Leffert for approval.

 Genna Ashley will pull the linework submitted by Karen Hanson in the Beaver-Camas huc and see what she had done with this area, and then edge-match the Upper Henry’s huc with her work.

 Genna Ashley will incorporate the new data sent by Betsy to the master draft watershed coverage so that everything is coincident.

 Ken Skinner will check the Hat Butte Lateral area in the Lower Boise huc and work this out on paper to find the best place to delineate. 

 Genna Ashley will send Leigh Bailey the linework on the Brownlee huc from all sources, the .jpg images and huc notes so the most recent changes can all be incorporated.

 The hucs that were scheduled for this meeting and not reviewed will be put on the agenda for the next TWG meeting, scheduled for July 22.   

 An August TWG meeting will be scheduled with Rick Patten, IPNF.  This meeting may be more than one day in duration, to allow Rick time to get through all his watersheds plus travel time.
