Meeting Minutes – TWG Meeting July 22, 2004

 HUC REVIEW

17010213 Lower Clark Fork – The group reviewed this huc.  All linework and attributes look good, and are within the national draft standards.  This huc is draft approved.  Genna Ashley will incorporate these lines/attributes into the draft Idaho watershed coverage.

17060202 Pahsimeroi – The group reviewed this huc.  All linework and attributes look good, and the group draft-approved this huc.  This huc,       and all other Salmon-Challis NF hucs have been incorporated in the master draft Idaho watershed coverage.

17040217 Little Lost – The group reviewed this huc.  There is one line that appears to cross an unnamed stream draining to the Dry Creek huc, in the Bear Valley (1704021704) 5th field unit.  After some group review, it was decided that since this appears to be an interfluve area, it would be best to send a graphic and data to Betsy for final determination.  After this area is worked out, this huc will be considered draft approved.

17060101 Hells Canyon – The group reviewed this huc.  There are three areas that differ from Idaho linework previously reviewed by Idaho, and these areas will be sent to Tim Bliss for clarification:

   1)      Snake River/Eureka Bar 6th field – there is an additional split in this huc
   2)      Kirkwood Creek – new 6th field within the original Snake River/Salt Creek 6th
   3)      Temperance Creek – new 6th field within the original Snake River/Sand Creek 6th.

Graphics and shapefiles will be sent to Tim Bliss for clarification, so Idaho has the most-recent linework, and all data stewards are aware of these changes.  After this is complete, the changes will be incorporated, and this huc will be draft approved for concept lines.

17050201 Brownlee – The group reviewed this huc.  There are a couple areas that differ between Tim Bliss’s original linework, the Oregon/Washington downloaded linework, and Leigh Bailey’s linework.  After some review, it was decided to take the Oregon/Washington linework, with the exception of Sturgill Creek; Idaho would like to break that out into a separate 6th field.  Idaho would like to take Leigh Bailey’s delineation at the Oxbow Dam.  Genna Ashley will make an export file and send to Leigh Bailey for the incorporation of her changes.  This data will then be sent to Tim Bliss for final approval.  After Tim’s approval, this huc will be draft-approved for concept lines.

17010306 Hangman – This huc was reviewed by the group.  The Idaho portion of the linework was draft-approved for concept lines.  There are some over-sized 6th field hucs on the Washington portion of this huc, and Idaho did not make any changes to the Washington side.  Genna Ashley will check to see if additional downloads are available for the Oregon/Washington watersheds, and also contact Caty Clifton with the Wallowa-Whitman NF to see if any additional work has been done on the Washington portion of this huc.  Idaho will send their portion of the linework to Caty Clifton, Ken Adee, and Dan Wickwire for incorporation into the Washington dataset.

Beaver-Camas 17040214 and Upper Henry’s 17040202 Differences – The group reviewed this huc.  After some review, it was determined that this area is a closed basin, and would drain east if it filled up, so Genna Ashley will include this area with the Upper Henry’s unit, in the Sheridan Creek 5th field, as a separate 6th field huc, name to be determined.  This huc will be final reviewed, along with the other Caribou-Targhee NF hucs in the near future.

 Review of 4th field huc lines – Al Rea, in cooperation with Steve Garcia, and Ken Skinner

Al Rea reviewed several questionable 4th field areas, including:

       1)      The huc line near the closed basin area of Lake Waha should probably be moved so that Lake Waha is included in the Clearwater huc.  Al               Rea and staff will digitize the new line and send to Caty Clifton for her review. 

2)      There was a very small area between 17060305 and 17060302, and the contour/hill shading indicates that the flow is to the west, not north.  This line may be re-digitized.  Genna Ashley will make a screen shot graphic and contact Dave Green at the Nez Perce NF and ask if they have continued with any 24k digitizing in this area.

3)      The area where hucs 17050201, 17050124, and 17050115 come together was looked at in detail near the town of Weiser.  Steve Garcia’s linework at the Weiser River/Snake River confluence was closer to 24k accuracy, so that portion of the line will be used.  The additional area on the south side of the Weiser River (the Weiser huc) will need to be drawn out on paper, and Al will work with Steve and return the findings to the TWG.  There was a small area the group worked on and re-digitized, that differed from both sets of linework submitted by Leigh Bailey and Steve Garcia - near the intersection of Cove Road and Hill Road (see shapefile Notes_4th_field_TWG072204.shp.  Genna Ashley will send this shapefile to Al Rea for incorporation.

Genna Ashley will check and make sure Al Rea has the latest linework from the master draft watershed coverage.  A new export file will be sent.  Genna Ashley will also e-mail the shapefile

 MISCELLANEOUS DISCUSSION

The group discussed various possible alternatives relating to the watershed meeting process.  Many of the Forest Service hucs are close to draft completion, and fire season is here.  BLM is committed to other projects until winter; and there is little or no funding for other agencies right now, causing decreased participation in the review process.  Most of the remaining hucs have IDWR/NRCS stewardship.  It was decided that a status report would be created, showing what remains to be done in the state. 

The Idaho TWG may notify Karen Hanson or Kenny Legleiter and ask for assistance in completing these hucs, if there is any funding or resources available.  There is much work still remaining for concept lines to be converted into 24k lines, and some required attributes have not been populated.  This is work that a contractor could easily do in the future, if staffing and/or funding was available.   

Leigh Bailey will contact Rick Patten and see if there is anything he needs before the TWG meeting, scheduled August 22-23.

There was some discussion regarding the procedure for transferring the newly digitized 4th field huc boundaries from USGS to Genna Ashley for incorporation into the master draft watershed coverage.  Genna Ashley and Al Rea will work out a procedure for this, so that everyone involved has the latest linework.

ACTION ITEMS:

Genna Ashley will send DOQQ’s, shapefiles and graphic files to Betsy Rieffenberger, Salmon Challis NF, so she can look at the Little Lost huc 5th field line that appears to cross an unnamed stream draining to the Dry Creek huc, in the Bear Valley (1704021704) 5th field unit. 

Genna Ashley will send Tim Bliss the Hells Canyon huc and get his clarification for the areas identified above.  After input from Tim, the Idaho data will be updated, and this huc will be draft-approved.

Genna Ashley will send Leigh Bailey an export file of the Brownlee huc.  After Leigh incorporates her changes, this huc will be sent to Tim Bliss for a final review, then draft approved.

Genna Ashley will check to see if additional downloads are available on the OR/WA REO website for the Hangman unit, and also contact Caty Clifton, Ken Adee, or Dan Wickwire to see if any additional work has been done on the Washington portion of this huc.  Idaho will send their portion of the linework to the Washington contact for incorporation into the Washington dataset.

Genna Ashley will make the changes to the Upper Henry’s huc, including the closed basin area described above.  

Genna Ashley will check and make sure Al Rea has the latest linework from the master draft watershed coverage.  A new export file will be sent. Genna Ashley will also send Al Rea the shapefile notes_4th_field_TWG072204.shp that was created during the meeting.
