Meeting Minutes – TWG Meeting January 15, 2004

NEWS TO REPORT

Montana has announced the review period for the following hucs that affect Idaho:  Upper Kootenai and Yaak.  There is only a very, very small portion of the Yaak huc that falls within Idaho.  The data steward for the Upper Kootenai is the Kootenai NF.

In addition, Montana is wrapping up comments on the 170101 hucs in preparation for final submittal to NRCS for verification.  They stated that all comments received on those areas were accepted and will be applied.  Idaho will request a copy of that dataset when it is available and distribute it to the appropriate data stewards for coordination across state boundaries.

Titan has delivered the contracted linework to the Oregon/Washington REO coordinators, Ken Adee and Dan Wickwire.  Idaho is in the process of getting a copy of that dataset and will provide it to the  appropriate data stewards for coordination across state boundary lines.

HUC REVIEW

Boise-Mores 17050112 – The boundary between Upper Grimes Creek and Lower Grimes Creek may be moved down the historical confluence of Grimes-Granite Creek.  Clear Creek-Smith Creek will be changed to Clear Creek of Grimes Creek.  T. J. will check the boundary lines between Mores Creek-Deer Creek and Mores Creek-Dagger Creek.  The numbering will be changed between Granite Creek and Clear Creek of Granite Creek.  The South Fork Boise huc will be changed to go into the legacy channel.  The numbering will be changed to reflect consistency with Idaho’s standard for Sheep Creek.  T. J. will make these changes and send the completed huc to Genna Ashley for incorporation into the draft master watershed coverage.  After the changes are received, this huc will be considered draft approved.

Brownlee 17050201 – The changes identified in the last meeting were reviewed.  Genna Ashley had a few questions regarding some additional name changes that were not noted on the previous map.  These questions were answered and Genna Ashley will make the appropriate changes.  After these changes are made, this huc will be sent to Tim Bliss to ensure Idaho and Oregon have edge-matched across state boundary lines.  This huc is draft approved pending approval from Tim.

Upper Henry’s 17040202 – Sandra Thiel reviewed this huc with the group.  She went through the changes made that had been previously identified by the group.  The 6th field Reas Pass Creek-Henry’s Fork will be moved to the Dam and Henry’s Lake.  A Justification will be written because this unit will exceed the 40,000-acre limit.  The TWG will contact the Henry’s Fork Foundation and ask that group if they have any information about the questionable drainage area in the Tygee Creek-Henry’s Fork 6th.  The TWG group can’t determine where it is draining.  The Henry’s Fork Foundation will be provided with any hard copies of maps and/or digital data to assist in making this determination.  It was decided to break Moose Creek out into a pure 6th field.  There will be some renumbering done in this unit, and this will need to be checked against the Beaver-Camas 4th field boundary to resolve discrepancies.  The acreages need to be checked.

Palisades 17040104 – the group reviewed this huc.  Sandra Thiel will continue to work on this huc and bring it back for a continuing review. 

Lower Henry’s 17040203 – This huc was reviewed by the group.  The 4th field boundary at the southernmost tip of 17040203 between 203 and 201 is questionable.  The rules for a delta may apply here.  A slough is a natural water feature.  This huc will be deferred until it can be revisited again during another TWG meeting for further review.

Central Bear 16010102 – This huc was tabled and will be scheduled for another TWG meeting.

Salt 17040105 – This huc was tabled and will be scheduled for another TWG Meeting.

MISCELLANEOUS DISCUSSION

Linda Davis stated that she would like to make the Idaho border hucs a high priority for draft review completion.

There was some discussion about putting together a working manual to help Idaho data stewards understand what is required to meet the standards, including the naming and numbering issue as the Idaho TWG is applying it.

T.J. Clifford asked who the other principal landowners are for the Payette huc.  Genna Ashley stated that there is also significant BLM and private ownership land in this huc.  T.J. will make as many revisions to this huc as possible, then send it on to Genna Ashley who will coordinate with other agencies and/or interested parties for the completion of the remaining delineations. 

T. J. Clifford asked if Idaho had a timeframe for completion of the 24k linework in addition to the draft-approved attributes.  The TWG group stated that because Idaho does not have any official monies for watershed work, it is impossible to assign a completion date to this endeavor because agencies are working on the data as they can allocate staff time.

Al Rea stated that USGS is doing a purchase of all available DEM data for the entire state in 1-degree blocks.  There are approximately three 1-degree blocks along the Montana border that do not have the full block filled in and individual DEM files would be needed for those particular areas.

Linda Davis will update the ArcIMS site, using the latest watershed data.

 

ACTION ITEMS:
