HUC REVIEW

Portneuf 17040208 – The TWG reviewed this huc. Genna Ashley has made the edits that were identified during the January TWG and made the associated changes. The naming error has been corrected – all references of ‘Palisades’ are gone from this huc. The following additional changes were identified for this huc:

The TWG spent some time reviewing the delineations for the entire 5th field, 1704020805, Ross Fork Creek. A majority of the linework was re-delineated as follows:

Although the Fort Hall Main Canal is very similar to a natural water feature, the upper portion was grouped into the adjacent Spring Creek 6th field, pursuant to the flow direction of the terrain. The lower portion of the canal (the northern portion of the ridgeline) was re-delineated to Ross Fork Creek. Ross Fork Creek was split into three 6th’s – Upper, Middle and Lower Ross Fork Creek.

The confluence of South Fork Ross Fork Creek and Ross Fork Creek was cleaned up.

Jeff Cabin Creek-Portneuf River should be changed to Portneuf River-Jeff Cabin Creek, to keep the naming convention consistent with Idaho’s previous names, as well as Fourth of July Creek-Portneuf River.

The Portneuf River-Gibson Jack Creek 6th field line was extended down to the confluence of City Creek, a larger tributary.

There is a small portion of the 4th field boundary line that was changed to go through the Industrial waste ponds, and more accurately reflect the contours. Genna Ashley will make sure that this line is copied to USGS so that the datasets are consistent.

There were several miscellaneous confluence areas that were noted for cleanup. This will be accomplished when the final 24k linework is delineated.

The outlet for the North Fork Pebble Creek 6th field unit was brought upstream to the point before the alluvial fan feature.

The Marsh Creek 6th field mouth area was cleaned up to more accurately follow the contour lines.

There is an area just upstream of the Peck Creek/Marsh Creek confluence that is questionable. Delineating Peck Creek and Marsh Creek to the confluence may violate a ‘crossing a natural feature’ rule; IF Marsh Creek and Peck Creek are connected upstream. It was decided to seek local input at this area for clarification, if possible. Another option may be to break Peck Creek 6th field upstream of the actual confluence, thus avoiding that area.

For all changes and marked areas, please refer to the shapefile "TWG_20060411.shp". Genna Ashley will make these edits and bring this huc back for a final review in May.

Blackfoot 17040207 – The TWG group reviewed this huc. The following changes were made:

The 5th field delineation line between the Upper Blackfoot River and the Blackfoot Reservoir was moved downstream, further into the reservoir, to more accurately reflect the legacy channel, per reservoir rules.

The Blackfoot Reservoir area was cleaned up, and divided pursuant to the legacy channels of surrounding creeks. This will allow the previously oversized 6th field acreages to fit within the standards.

The Garden Creek 6th field area will be grouped into the main Blackfoot River 6th field. This will still fit within the allowable acreage for 6th field delineations.

There were many flagged confluence areas that need to be cleaned up. This will be accomplished when the 24k delineations are digitized.

For all changes and marked areas, please refer to the shapefile "TWG_20060411.shp". Genna Ashley will make these edits and bring this huc back for a final review in May.

Upper Snake-Rock 17040212 – The TWG looked at the draft delineations for this huc. This is a high priority area for the Sawtooth National Forest, so Leigh Bailey took the draft delineations with her, and she will review them, make recommendations and bring this huc back for a continuing review.

ACTION ITEMS:

Genna Ashley will make the changes for the Portneuf and Blackfoot hydrologic units. She will also coordinate with Steve Garcia to get any 4th field boundary changes to USGS and/or vice-versa.

Genna Ashley will make the Wyoming changes, incorporate it into the Idaho dataset, and send the changes to Wyoming.

Genna Ashley will work with the WBD toolset and use them to delineate the Willow hydrologic unit. As soon as possible, this huc will be put on the agenda for a review.

Leigh Bailey will continue work on the Upper Snake-Rock hydrologic unit and bring it back for a continuing review.

Steve Garcia will continue to work on the 4th field boundary linework and coordinate with IDWR and Karen Hanson, USGS. IDWR will work closely with USGS to get the latest linework to assure that both datasets are coincident.

 

MISCELLANEOUS DISCUSSION

Al Rea and Steve Garcia brought an external hard drive with downloads for use with the new WBD toolset. Genna Ashley plans to take this data, derived from the 10-meter DEM’s and use the WBD toolset to delineate the Willow hydrologic unit. Genna Ashley would like to become familiar with the toolset and identify processing steps that could be useful for attributing and error checking the master watershed dataset. Al Rea explained each of the directories and gave some general information regarding the ArcHydro process and parameters that were used.

USGS is ahead of schedule for refining the 4th field boundaries of the Idaho/Oregon/Washington border hucs, and Steve Garcia is currently working on the hucs that USGS would like to have completed in July. Steve will work with Genna Ashley to coordinate completed linework so that both IDWR and USGS have the latest versions of data.

Linda Davis and Genna Ashley had a phone conference with Paul Caffrey and Wendy Berleson of the University of Wyoming to coordinate some changes Idaho would like to make to the hucs we share. The agreed-upon changes were as follows:

· Lower Henry’s – there is a portion of the linework between the 5th fields 1704020303 and 1704020304 that Idaho would like to change to more accurately reflect that the hydro is draining northwest. Wyoming agreed with the proposed change for this huc.

· Palisades – 5th field 1704010401 – Idaho would like to include the lower portion of the reservoir (including the dam) with this 5th. Also, instead of splitting the reservoir, Idaho will make this an oversized 6th field, with the 6th field number ‘01’. This will avoid any numbering problems for Wyoming. Wyoming agreed to the changes.

· Teton – Idaho would like to split Mahogany Creek into a separate, pure 6th field. Also, one of the 6th field names, Teton Creek, does not contain Teton Creek. Genna Ashley will find another name for the marshy area and replace the 6th field name. Finally, there was a difference between the numbers of 6th field units contained in the 5th field 1704020401. Idaho will split up the Patterson Creek 6th field unit so that the numbering sequences will match with Wyoming. Wyoming agreed to these changes.

· Upper Henry’s – No changes needed. Idaho took the Wyoming linework and attributes for this huc.

Genna Ashley will make the above agreed-upon changes and send the dataset back to Wyoming.
