Financial Program

Program Description

The Idaho Water Resource Board (IWRB) Financial program exists to develop and to financially assist in the development of the water resources of the state through the construction of water project.

Projects eligible for financing include new construction or rehabilitation of existing water projects. Examples of projects are:

    • Wells
    • Storage
    • Delivery systems
    • Contaminant removal systems
  • Non-Drinking Water Systems
    • Irrigation Ditches and Canals
    • Delivery systems
    • Storage
    • Irrigation systems
    • Drainage

Loan Information

Loans

The Idaho Water Resource Board has the authority to award loans for the financing of water projects. The term of the loan can range from 5 to 30 years with the average being 10 to 15 years. The term of the loan varies depending on the amount borrowed, the scope of the project, the ability of the borrower to repay the loan and the length of time the borrower wants.

Grants

The Idaho Water Resource Board issues grants to assist with the cost of engineering and design studies for project planning. Grants require 50% matching fund from the project sponsor and are limited to $7500.

Due to financial constraints of other programs being financed by the Board, it is currently not giving grants at this time.

Revolving Development Account

The account was developed to financially assist, develop, and support the development of water resources of the state through the construction, rehabilitation, improvement or extension of existing systems.

The funds are to be used in the public interest for the development of water projects as deemed by the Board. Funds approved are made available to irrigation districts, canal or irrigation companies, and water user associations, municipal or private corporations. In certain cases the funds are made available to individuals to finance project costs provided that no loan given is used for feasibility studies except as part of the overall project costs.

Water Management Account

Financial support from this program goes new water projects or the rehabilitation of existing projects limited to the following purposes: reclamation, upstream storage, off stream storage, aquifer recharge, reservoir site acquisition and protection, water supply, water quality, recreation, and water resource studies, including feasibility studies for qualifying projects.

Expenditures from the account provide public moneys for participation in any project constructed using funds from the Revolving Development Account.

Grants and loans may be made from the account for any project in the public interest for projects authorized as listed above.

Revenue Bond Program

The Bond program was developed to provide funds for carrying out the following projects: rehabilitation and repair of existing irrigation projects and irrigation facilities, the construction, maintenance, repair, and operation of water projects, and for engineering, investigation and promotion costs of water projects. Bonds issued under this program are payable solely out of revenues of the Idaho Water Resource Board.
