Note: At the end of Synergy Phase 1, SEBAL was a different program than it is now, and METRIC had not taken on its own identity.  Much of the SEBAL implementation documented in the Phase 1 final report has been superceded by modifications done in later phases of the project. The contents of this report should be considered project documentation, and not be used as a guide to running SEBAL.
