  This memorandum provides policy guidance for processing applications for transfers of water rights pursuant to Idaho Code § 42-222 and other applicable law. These policies and procedures are to be followed until rescinded or amended, or superseded by statute or rule or court decision, to ensure that applications are processed efficiently and with consistency.
